Smart Policy. Strong Practice.
Real Impact.
Texas Pathways & Data Proof Points
Texas Rewards Readiness. Districts Need Help Getting There.
Only 28%
of students earned a postsecondary degree or credential within six years of high school graduation.
Cohort: Texas students who began eighth grade in 2014
47%
of surveyed 12th grade students do not feel they have a clear plan for life after graduation
Cohort: Proof Point Region high school seniors, March 2026
80%
of high school students graduated with less than 15 college credits despite incentives.
Cohort: Texas students who began eighth grade in 2014
Texas advisors, teachers, and college partners are now recognized and rewarded by 3 landmark Texas policies:
HB3
rewards districts when students reach real readiness milestones.
HB8
funds community colleges when students earn 15 dual credit hours that count toward a degree.
HB2209
extends these incentives to small rural systems that have long been left behind.
Without people on the ground who know how to turn these incentives into real student outcomes, the rewards stay just out of reach.
The Breakthrough: Well-Supported Implementation
Texas Impact Network (TIN) and its partners are working directly with districts, community colleges, technical assistance providers, and regional intermediaries to translate smart policy into strong practice. Implementation focuses on three policy-backed levers of the Integrated Pathways Framework:
High-Quality Advising
Building students’ college-going identity, career aspirations, and the connections that open doors.Dual Credit and Advanced Coursework
Education and training that readies students for in-demand careers.
Real-Time Data Infrastructure
Student-level data systems monitoring progress and coordinating K-12 to postsecondary transition support.

Make the Case
How HB3, HB8, and HB2209 are working on the ground, and what continued policy attention can unlock for students across the state.
How targeted philanthropic investment in advising, data, and regional intermediaries multiplies the impact of public dollars already flowing through HB3 and HB8.
Why Texas is the country’s most compelling demonstration of aligned pathways policy and practice, and where philanthropic investment can generate replicable evidence.
